Confined Spaces: South Africa's Hidden Killer

Confined space incidents in South Africa are disproportionately fatal. The reason is tragically simple: untrained rescuers enter to help and become victims themselves. Studies show that up to 60% of confined space fatalities are would-be rescuers.

Under the General Safety Regulations (GSR 5), employers have explicit obligations regarding confined space work. Non-compliance isn't just dangerous — it's criminal.

What Qualifies as a Confined Space?

A confined space is any enclosed or partially enclosed space that:

    • Is not primarily designed for human occupancy
    • Has restricted entry or exit
    • May have an atmosphere that is hazardous or could become hazardous
    • May contain engulfment hazards (grain, water, sewage)
    • Has internal configurations that could trap an entrant

Common examples: Tanks, silos, manholes, pipelines, boilers, pits, trenches deeper than 1.5m, roof voids, vessel internals.

    Regulatory Requirements

General Safety Regulation 5 (GSR 5)

    • Written procedures for entry into confined spaces
    • Competent person must conduct atmospheric testing
    • Continuous monitoring during occupation
    • Standby person stationed at the entrance at all times
    • Emergency rescue procedures in place before entry
    • Written permit-to-work system

    General Administrative Regulation 8

    • Report any incident where a worker is injured or overcome in a confined space

    The Permit-to-Work System

A confined space entry permit must document:

    1. Location and description of the confined space
    2. Purpose of entry and expected duration
    3. Hazard identification — atmospheric, physical, biological
    4. Atmospheric test results — O₂, flammable gases, toxic gases
    5. Control measures — isolation, ventilation, PPE requirements
    6. Communication plan — between entrant and standby person
    7. Rescue plan — equipment, trained personnel, emergency services contact
    8. Authorisation signatures — supervisor, entrant, standby person

    Atmospheric Monitoring Requirements

    Gas/ConditionAcceptable RangeAction Level
    Oxygen (O₂)19.5% – 23.5%Below 19.5% or above 23.5%: DO NOT ENTER
Flammable gases<10% LEL>10% LEL: ventilate and retest
    H₂S<10 ppm>10 ppm: evacuate immediately
    CO<25 ppm>25 ppm: investigate source
    CO₂<5,000 ppm>5,000 ppm: increase ventilation

    Training Requirements

Every person involved in confined space work needs appropriate training:

    RoleTraining Required
EntrantConfined space awareness + hazard-specific training
Standby PersonConfined space procedures + emergency communication
Entry SupervisorFull confined space management + permit authorization
Rescue TeamConfined space rescue + first aid + equipment use
Atmospheric TesterGas detection equipment operation + calibration

OHS Compliance Group's Confined Space Programme

Our confined space training is hands-on and practical:

    • Theory module covering regulations, hazard identification, and permit systems
    • Practical atmospheric testing using calibrated multi-gas detectors
    • Simulated entries in controlled confined space training units
    • Rescue scenarios with retrieval systems and self-contained breathing apparatus
    • Permit writing workshop producing permits compliant with GSR 5

Our facilitators have managed confined space programmes for Transnet's pipeline operations, Eskom's power stations, and municipal water infrastructure projects.
